Abstract

The Government of Indonesia has issued a policy in the form Joint Decree (‘SKB’) 4 Minister of Education, Minister of Health, Minister of Religious Affairs and Ministry of Home Affairs, No. 1 / U/SKB/2003 on Building and Development Business School Health. The concept of partnership should be the basis for the implementation of the minister's policy, but it is still not running, load more weight given to the health center. This study aimed to analyze the policy in the form Joint Decree (‘SKB’) 4 Ministry of Health in the School of health program (‘UKS’).
Policy In the form Joint Decree (‘SKB’) 4 Ministry policy studies program is an exploratory study with UKS operations research approach, the study was conducted in two provinces of Yogyakarta and Central Java provinces with individual counties and cities reef Newer solo while in the province of Yogyakarta in Yogyakarta and Bantul city. Research conducted over the past 10 months. Data collection with indepth interviews and round table discussion. As for the validation of qualitative data with the method of triangulation. Analysis of the data using content analysis.
The results produced a partnership agreement covering the development of the cross-sector Ministry decree, with the division of basic tasks, contribution, and collaboration formally, through agreements and shared responsibility in the modification program in the School of Business Health Disaster Preparedness. Modify Integrated ‘UKS’, with emphasis on efforts promotive and preventive and involves the role of cross-sector and cross-program, therefore it is necessary ‘ UKS’ Triassic development and regulation. In addition, the guidelines need to be made about Disaster Preparedness system approach, a simple module for elementary school age children. Simulation recognition and preventive disaster management and disaster everyday should be encouraged and routinely performed.

Suggestions in this study required no government regulations, presidential decrees that broader authority and may include cross-cutting and can memungkinkaan legal basis for cross-cutting, so that the legality of the implementation of the activities are not in conflict with the law. Needs to be improved socialization in understanding Auth in the form Joint Decree (‘SKB’) disaster through program modifications UKS, a clear division of authority and there should be a clear resources either through Budget expenditures / budget (‘APBD’), or the budget state revenue expenditure / budget (‘APBN’) and self-managed society in a transparent, accountable and organized system.
